Elaine brings her expertise in budget development, resource allocation, policy analysis and performance management to the Pallas Team. Elaine has more than twenty years of federal service, including three years on Capitol Hill as a professional staff member on the Senate Armed Services Committee and and thirteen years in the Department of Defense. Previously, she served as the Acting Under Secretary of Defense (Comptroller) where she managed a $700 billion annual budget supporting the National Defense Strategy, while reforming Department-wide business operations for accountability and affordability. Elaine also served as the Director of Resources and Analysis at United States Central Command focusing on strategic modeling and simulation capability for war plans. She holds a B.A. in political philosophy from the University of Dallas, Texas.
